Colosseum free entry rules
Free admission is real, but it still needs a booked time slot, and the reduced 18-25 rate is not open to every nationality.

See the family tourUnder 18
Entry is free for everyone under 18, regardless of nationality. Visitors under 12 must be accompanied by an adult. The ticket is still free, but it is not automatic. Booking a timed entry slot is compulsory, and a circa EUR 2 online booking fee applies even to a free ticket.
Age 18 to 25
The reduced circa EUR 2 rate is for EU citizens only, checked against a valid EU passport or national ID on the day of the visit. Eligibility goes by your age on the visit date, not the booking date. Non-EU travelers aged 18 to 25 pay the full adult rate.

EU citizen rules
The Friends of the ParCo combo rate, circa EUR 14, applies if you already hold a valid National Roman Museums or Villa Farnesina ticket, regardless of citizenship. It stacks with, rather than replaces, the age-based rules above.
